Just to comment on David's remark re Drupal.

Wordpress is a very feature rich blogging system that CAN be used to create static web sites.
I'm very familiar with Wordpress. geekyramblings.net, imho.midrange.com, and a number of other blogs I host are run with Wordpress. My wife's church's website is also hosted on Wordpress.
If all you want is a content management system, you might want to look at Drupal ... but, in my experience, that's pretty complex to setup.
