If those are the two leading candidates, personally I would go with
the SSD/HDD/8GB option.

You kind of have to gauge for yourself whether 8GB is enough memory,
but I've never felt uncomfortably constrained with 8GB. Whereas I have
definitely felt hobbled by too-slow drive subsystems.

What's the current "sweet spot" price-wise, for CPU?

I take it by "CPU" you mean the box, including drives, memory,
graphics card; but possibly no monitor, keyboard, external speakers?
(Or do you really mean just the main processing chip?)

The sweet spot for a desktop box, in my opinion, is pretty broad these
days. It's more-or-less whatever you're comfortable spending. It also
depends heavily on whether you consider fast graphics a priority. The
difference between no-frills graphics and gamer graphics can easily be
a couple hundred bucks by itself.
