So here's what I ended up doing.

After searching various places online, I ended up with a refurbished tower
from a local store I've done quite a bit of business with (Dave P - it's A
Plus Computers)

HP Z230
24gb
500gb SSD (new)
the usual ethernet , usb 2, usb 3 stuff
esata
hdmi
dual monitor capable
$549

Richard - thanks for reminding me about those TI-NY external card deck size
usb drives. I actually have a couple of 1tb ones at home. I ordered a 4tb
one for $99 for this desktop.

Thanks for all the suggestions.

Jeff,
As the others have said more memory, a bigger SSD drive, a faster
processor, multiple monitors, etc. = better. You didn't say what your
budget, if any, might be. I knew that I liked versatility but have found
that I like portability. I've recently purchased a Microsoft Surface Go.
This is not, bigger, better, faster but it works, is portable, and
versatile. For you I would suggest looking at the Surface Pro. The
Surface dock would let you "turn it into a desktop" with multiple monitors,
external drive(s), and more. USB-C will also let you add in the external
peripherals. The Surface Pro 6 doesn't have USB-C but there are rumors
that the Surface Pro 7 will. Still the Surface Pro 6 is nice.
I love the portability of my Surface Go. It's about the size of an iPad,
functions as a tablet or a full Windows 10 PC and can fit in a zip-up
portfolio. If you're just using Office, IBM i Access, and web browsers, it
may be enough for you.

My current desktop is Windows 7 and cannot be upgraded to Windows 10. I
tried several times a year or 2 ago. With the age of my hardware it's
probably just as well. For the first time that I can remember, I will get
a clean install.

I will get 2 drives, either SSD/HDD or 2 HDD. Obviously, SSD costs more.
Will I be happier with SSD/HDD and 8gb memory? Or 2 HDD and 16gb memory?
Recommendation?

What's the current "sweet spot" price-wise, for CPU?

Thanks.
