But I wasn't trying to do a new install.  I was trying to update an existing
7.0.0.0 install to 7.0.0.2 by applying the 7.0.0.2 fixpack.  This doesn't
seem like an unreasonable request, and it doesn't seem like it should need
to download 800MB of additional data from the Internet.

Yup, I understand this concept and I'm probably going to do what you
suggest, Eric, but I'm still confused as to what exactly the IBM page was
trying to get me to do, and why it worked the way it did.  Their
instructions were NOT for updating an existing repository, and I still
suspect there's a problem with the installer or the fixpack.
