Here's the trick - you need three images, gray unlit, gray lit and white
lit.  Create a "common" tab row using the gray unlit with the gray lit as
the rollover and copy that row to each page.  However, for each page,
replace the gray unlit tab for that page with the white lit tab.  This has
no rollover and no "onclick" function, because it's the one for the current
page.
