No.  I was directly forbidden to continue research using Tomcat because it
is not 'official IBM.'  As far as I got was determining that the JSPs
created by WF are encoded in UTF-8

You'll need to figure out how to turn UTF-8 on in Tomcat.  The last time I
looked was on a much older version of Tomcat, so it might actually work 'out
of the box'.
