STRTCPSVR SERVER(*HTTP) HTTPSVR(DEFAULT) doesn't

Problem Description: 
I had STRTCPSVR SERVER(*HTTP) HTTPSVR(DEFAULT) working when I left it 
alone out of the box on this new partition.  Browsing it came up with some 
sort of default web page.  But I wanted to add Domino with it's http also. 
 This required that I turned on bind specific.  So I went to ...:2001 and 
clicked around and that added 
Sequence 
 Number    Entry 
 02380     HostName GDIHQ3 
 02390     BindSpecific On 
 02400     UserID %%SERVER%%
 02410     DNS-Lookup Off 
 02420     RuleCaseSense Off 
 02430     Imbeds Off SSIOnly

Now when I do a
STRTCPSVR SERVER(*HTTP) HTTPSVR(DEFAULT) doesn't
The jobs never stay running.  DSPLOG shows the following and they don't 
generate any spool files:
