Speaking of memory, one thing you may want to try is running PHP and MySQL in a separate ASP that has a fixed amount of memory. OS/400's memory architecture is way different from any other OS's and will cause conflicts with some memory management schemes (this is one of the things that kills Java). You should also see how much memory PHP is able to allocate (I think this is a php.ini setting) since Drupal is a fairly memory hungry app.
