You can, of course, still build JSP Model 2 applications by hand. You
can hand-craft your JSP and hand-write the Java code. You don't need to
use EGL. But the biggest complaint I've heard about JSP Model 2 that
I've heard from the industry pundits is that Java is too much of a
learning curve, and that's why I prefer to teach the EGL tooling now -
it allows you to use procedural syntax to build Java applications.

Just curious, who is telling you this? Our office is down the street
from Virginia Commonwealth University, and they turn out all the
green-haired Java programmers we can eat. As for moving RPG
programmers, I find they are in two camps. Programmers that have
embraced concepts like ILE procedures have really taken to Java (HTML
is actually the harder nut to crack for them). Programmers that are
still writing monolithic RPG applications and still doing things the
same way they have for the last 20 years, well, what can you say?
