Both XP and Windows 2000 (the latter is the leanest plus it does not have validation issues when you do stuff with your virtual machine).

Windows 2000??? WHY???? Anyone that runs 8+ year old Oss has no right to complain about the OS.
The reason is simple: Windows Genuine Advantage. (and I am not complaining about the OS :)

The cloning operation in vmware (and most likely others too) give the new machine enough new hardware to trigger revalidation of XP, which is a pain when you have a lot of different software which might step on each others toes. For example Oracle is nice to have in a virtual machine instead of stepping all over XP. Java is fully supported under Windows 2000 AFAIK. It is also great for simulating a two machine setup.

Note: This is only for my personal development use, not for production use :)
