It most definitively does not. You are probably thinking about the MIT license or the BSD license or thinking about that the Free Software Foundation requires people to give them the copyright (probably to be able to manage their software contributions).

GPL is actually extremely picky about rights, namely your right as a user to be able to modify any GPL program, instead of only the original author, and the copyright is used to leverage that.
Additionally many GPL programs are dual licensed where the alternate license costs money. Only the original author can do that, since all others only have access to the program by accepting the GPL license which does not allow removing the license.
