I'm having a hard time reconciling the following quotes from your posts,
Alexei:

"I am kind of tired to repeat that system was not
 slowed down."

"faster CPU may still be equipped with a smaller cache which will
 make it run slower"

"IBM installs the same CPU chip in different models
with different componentry - cache, memory, bus...
This different componentry (which has diifferent cost!)
will define an effective speed of a particular model."
