From my experience, Yes, you do need a signed contract.  And yes, I've tried
it without one.  And yes, I got it signed and faxed it back to them before I
got through to a tech.  If you sign up for an hourly contract, why not go
ahead and sign the ____ piece of paper and fax it to IBM??  But, as Dennis
Miller says, "I could be wrong"...but as I says, that's been my experience.
If you don't use if for awhile, well, worst case, they could ask you to
renew.  Oh well, less than a measurable cost in ink and a fax (to an 800 fax
number).
