Tierred prices based on hardware size/processors and charges for a simple
OS version upgrade from 3rd party vendors I feel is a pretty shady
practice.

The problem is everyone has accepted it for so long it's expected.  I know
because I get hundreds of emails a year saying "we're adding processors" or
"We upgrading from V7R1 to V7R2" wondering if they need to pay a fee for
this.
