FTP starts as an outbound control channel which most firewalls don't block but the download requires a special additional port, this needs to be investigated further by your network team.

Else, I recommend downloading the network upgrade files again to an internal FTP server and verify the size and checksum (if AIX, you can use 'sum' command, but not sure how to verify checksum on IBMi, you may need a new case with IBMi team)

I can buy this. My network guy normally insists he is flawless and IBM is doing something nonstandard and continues to slap the cones of silence on connections to them.
