Gets even more bizarre.
I got my daily "IBM My notifications" email and it had a link for iAccess.
Hey hey! Clicked on it, went through the motions for FTP, got the email
that said it was ready, followed the link for download through a web
browser, and got the same error.

Try directly running the SP installer as Administrator off the
(ordistrusts
network share or wherever its located). Windows automatically
executables from outside normal application paths (\Windows,
RunauthorityFiles) so it may be hanging up if Check Service Level's admin
