Two suggestions:

1. In the Apache definitions, define your startup page to be your
net.data macro.  No index.html needs to actually exist.

2. Create an index.html, but have it do a redirect to your net.data
macro.  Like this:
<HTML>
<HEAD>
<TITLE>optional title area</TITLE>
<META HTTP-EQUIV="Refresh" CONTENT="0;
URL=/net.data/somemacro.d2w/input">
</HEAD>
<BODY>Optional body section</BODY>
</HTML>

IIRC, the 0 is the number of seconds to wait before 'refreshing' with
the URL provided.  With it set to 0, there's not much reason to have the
<body> section.
