I just finished consulting IBM Tech Support on this one and they explained 
to me how this DTWF_EXIST works.  If I want to see if the file TESTDATA 
exist on the iSeries in library QGPL, I can do this:

   DBFILE = "/QSYS.LIB/QGPL.LIB/TESTFILE.FILE"
   FOUND = ""
%}

%HTML(REPORT) {

<HTML>
<head>
</head>
<body>

File TESTFILE (before): $(FOUND)<br>
@DTWF_EXISTS(DBFILE, FOUND)
File TESTFILE(after): $(FOUND)
